The PSFPGateClosedDueToOctetsExceeded parameter contains
a Boolean value that indicates whether, if the 
PSFPGateClosedDueToOctetsExceeded function is enabled, all 
frames are to be discarded (TRUE) or not (FALSE).
              
The value of this object MUST be retained across
reinitializations of the management system.
