Object
Throughput is the average number of 'Frame Re-
lay Information Field' bits transferred per
second across a user network interface in one
direction, measured over the measurement inter-
val.
If the configured committed burst rate and
throughput are both non-zero, the measurement
interval
T=ibmfrCircuitCommittedBurst/ibmfrCircuitThroughput.
If the configured committed burst rate and
throughput are both zero, the measurement in-
terval
T=ibmfrCircuitExcessBurst/ifSpeed.

How SNMP and these commands workWalk the column to discover its indexed instances, or supply every index to read one instance.
Walk the column
/usr/bin/snmpbulkwalk -v2c -c '<community>' -Pud -Ir -OQUs -m 'IBM6611-MIB' -M '/opt/observium/mibs/ibm:/opt/observium/mibs/rfc:/opt/observium/mibs/net-snmp' 'udp:<hostname>:161' 'IBM6611-MIB::ibmfrCircuitThroughput'
More examples
Read one indexed instance
/usr/bin/snmpget -v2c -c '<community>' -Pud -Ir -OQUv -m 'IBM6611-MIB' -M '/opt/observium/mibs/ibm:/opt/observium/mibs/rfc:/opt/observium/mibs/net-snmp' 'udp:<hostname>:161' 'IBM6611-MIB::ibmfrCircuitThroughput.<ibmfrCircuitIfIndex>.<ibmfrCircuitDlci>'
Translate to a numeric OID
