Indicates whether the impact on the port caused by a disturber port is canceled.
The connected link of each port is 1 bit, and the connected link IDs
of all the disturber ports form a character string.
The byte value indicates:
1. yes(1)            - counteract
2. no(2)             - not counteract
3. invalidValue(255)  - invalid value
