sub-carrier status parameters for VDSL2/ADSL/ADSL2
and ADSL2+ that are grouped per-band.
For ADSL/ADSL2/ADSL2+, there is a single
upstream band and a single downstream band.
For VDSL2, there are several downstream bands and
several upstream bands. 
The indexes of this entry are ifIndex and vdsl2SCStatusBand.
