xTU-C or xTU-R may autonomously transition to on this line.
Options:
1. allowTransitionsToIdle (0) 
2. allowTransitionsToLowPower (1)  
A bit with a '1' value means
that the xTU is allowed to transit into the respective state
and a '0' value means that the xTU is not allowed
to transit into the respective state.
