This leaf must be used together with hwStatisticIpAclNum, 
uniquely identifying an ACL rule.

Make sure that the basic or advanced ACL rule is already created. 
In the query operation, if the basic or advanced ACL rule is not used, 
the value obtained is 4294967295.
