column OctetString 
Name of the CLI user. The user name is case 
insensitive and the user name consists of 6-15 characters.
The minimum length of the name can be configured by user.
The range of the valid characters of the user name is 
0x21- 0x7e and the user name cannot be 'all', 'online', 
'index', or 'security'.
