The value of this object identifies whether IS-IS sends small Hello PDUs without the padding field:
enable(1): indicates that IS-IS sends small Hello PDUs without the padding field.
disable(2): indicates that IS-IS does not send small Hello PDUs without the padding field.
By default, the function is disabled.
