The maximum rate in bits/second.  Note that setting
mplsTunnelResourceMaxRate,
mplsTunnelResourceMeanRate, and
mplsTunnelResourceMaxBurstSize to 0 indicates best-
effort treatment.
This object is copied to an instance of
mplsTrafficParamMaxRate in mplsTrafficParamTable
the OID of which is copied into the corresponding
mplsInSegmentTrafficParamPtr.
