Rate-Limiting percent configurations on this switch.  The 
number of entries in this table is determined by 
hpIngressRateLimitPortNumQueues.  The priority of the 
queues is in ascending order, starting with queue one 
being the lowest priority and queue 
hpIngressRateLimitPortNumQueues being the highest 
priority.
