The maximum Kilobits-per-second of ICMP traffic that may 
be received inbound on the port.  The value of this 
object must be interpreted under the context of 
hpICMPRateLimitControlMode.  A value of 0 is not the
same as disabling, but means instead that all ICMP 
traffic must be dropped.
