The value in this object indicates the error interval
in which the token bucket algorithm places one token
in the bucket for ICMPV6 rate limiting.Each token
represents the right to send one ICMP error message.
Each time an error is sent, it takes a token from the bucket. 
ICMP will not be allowed to originate an error 
message if the bucket is empty.
