The alarm condition is given (true), if the given
hmIfaceUtilizationAlarmUpperThreshold limit is exceeded 
by the interface utilization. The alarm condition
will be removed, when the interface utilization falls
below the hmIfaceUtilizationAlarmLowerThreshold.
