Trigger an event log when input status changes.
If the value is disable (2), no event log entry will be written.
If the value is enable (1), an event log entry will be written when
the input state changes.
The input state will be checked according to the refresh interval 
entered in hm2IOModConfigDigInputRefreshInterval.
