Enable or disable fragmentation/reassembly of the IP Multicast frames transmitted over 
the tunnel between AP and Controller. When set to true, an IP Multicast frame larger 
than the tunnel MTU will be fragmented when it is placed into the WASSP tunnel and
reassembled on the receiving end of the tunnel before being forwarded to the clients.
