column Bits
This bitmask indicates the presence of labels indicated by the
gmplsTunnelHopExplicitForwardLabel or
gmplsTunnelHopExplicitForwardLabelPtr, and
gmplsTunnelHopExplicitReverseLabel or
gmplsTunnelHopExplicitReverseLabelPtr objects.
For the Present bits, a set bit indicates that a label is
present for this hop in the route. This allows zero to be a
valid label value.
