column Bits 
This bitmask indicates the presence of labels indicated by the
gmplsTunnelCHopExplicitForwardLabel or
gmplsTunnelCHopExplicitForwardLabelPtr and
gmplsTunnelCHopExplicitReverseLabel or
gmplsTunnelCHopExplicitReverseLabelPtr objects.
              
A set bit indicates that a label is present for this hop in the
route, thus allowing zero to be a valid label value.
