The enabled/disabled status of the legacy bridge hello
mode of operation.  When enabled, and this bridge is
acting as the root bridge, dot1dStpBridgeHelloTime
is used.  When disabled, and this bridge is acting as
the root bridge, etsysMstpPortHelloTime is used.
