Returns the ratio of active to apparent power of the PDU Phase/Line being queried.
Nodes with pduInputPhaseStatusIndex from 1  to 3 indicate Y connection  Phase values or Delta connection Line values,
and nodes with pduInputPhaseStatusIndex from 4 to 6 indicate Delta connection  Phase values.
