The value of the writable portion of the Root Bridge
ID, i.e., the first two octets of the (8 octet long)
Root Bridge ID ORed (logical addition) with Root VLAN ID.
The other (last) 6 octets of the Root Bridge ID are given by
the value of dot1dBaseBridgeAddress.
