Configures the value of the wait-to-restore timer which is used
by the RPL owner node to prevent frequent switching operations
that may be caused by intermittent failures.
The range is in 1 minute steps between 1 and 12 minutes
with a default value of 5 minutes.
This object will not take effect for the non RPL owner node.
