Determines the outlet state when power is applied to the unit. 0 : not restart at device startup 1 : should sequence back ON in line with outletControlSequenceTime 2 : should take the state the outlet had when power was lost. If the state was ON, should sequence back ON in line with outletControlSequenceTime.
