scalar r/w secondsUnsigned32 
The time interval used to calculate
dtiProtocolPerformanceDelay and 
dtiProtocolPerformanceWanderTSeconds for all Client-Server
connections of the managed system.
A set to this object overrides all the entries of 
dtiProtocolControlTimeInterval previously configured.
The value zero indicates the Wander for T Seconds and 
Protocol Delay is not calculated.
