The time interval used to calculate the value of
dtiProtocolPerformanceFrameErrorRate for all Client-Server
connections of the managed system.
A set to this object overrides all the entries of 
dtiProtocolControlErrorRateInterval previously configured.
The value zero indicates no current FER measurements are 
being taken.
