dtiProtocolClientPhaseError

The phase error measured at the client as reported to the
server in the DTI Client Frames. This object is quantified
in units of a 149.8MHz clock cycles. This object 
represents the 16 MSB bits of the 3 octet Client Clock 
Integrated Phase field.
