by an SNMP SET request setting the value of
dsgIfClassRowStatus to 'createAndGo'. Each entry is created
for a tunnel, index by dsgTunnelIndex.
Rows are deleted by an SNMP SET request setting the value
of dsgIfClassRowStatus to 'destroy'.
