message type matches with the packet, then the packet will be
dropped / allowed based on the action set in aclL3RuleAction.
The default value is '-1',which means the rule don't care this 
condition.
Some ICMP message types are:

     redirect(5),
     echoRequest(8),
     timeExceeded(11),
     parameterProblem(12),
     timestampRequest(13),
     timestampReply(14),
