The upper limit for the VLAN ID.
This value is used to specify the upper limit in the 
range. Any IEEE 802.1P packet from a customer's VLAN
that falls into the range matches the rule.
aniUSClassifierVlanIdStart and aniUSClassifierVlanIdEnd 
must be defined in a pair.
