This allows the user to specify the broadcast packets per second. Broadcast traffic above this rate activates broadcast storm control (i.e. swPortCtrlBroadcastRisingAct) on the port. The default value is 500 broadcast packets per second. The setting must be bigger than the value in swPortCtrlBroadcastFallingThr.
