of seconds) between successive LLDP frame transmissions 
initiated by value/status changes in the LLDP local systems
MIB.  The recommended value for the lldpTxDelay is set by the
following  formula:
          
1 <= lldpTxDelay <= (0.25 * lldpMessageTxInterval).
