Setting this object to 'true' means that DC-PIM TIB
Manager will send a pimInterfaceStateChange trap when an
interface's operational state changes.
              
This field is ignored if pimTmEntMgmdProxy is set to
'false' and pimTmEntMode is set to 'mgmd-snooping' or
'mgmd-proxy'.
