If pimStarGIAssertState is 'iAmAssertLoser', this is the
metric preference of the route to the RP advertised by the
assert winner; otherwise, this object is zero.
              
This field is only relevant for PIM-SM.  It is ignored if
any of the following are true:
              
- pimTmEntMode is 'mgmd-snooping' or 'mgmd-proxy'
              
- the group is operating in bidir or dense mode
              
- pimTmEntMgmdProxy is 'true'.
