The current operational state of the BFD join.  If
pimNmEntBfdEntityIndex is non-zero, pimNmEntOperStatus
cannot transition to 'operStatusUp' unless this object has
a value of 'operStatusUp', and cannot transition to
'operStatusDown' unless this object has a value of
'operStatusDown'.
