Object
The number of buffers available for sending
sockets data to a given neighbor. This is used to pace
the sockets data flow. There can never be more than this
many outstanding unacked non-IPCC messages to a given neighbor.
Note that this field may not be altered while the
dcLmpProductAdminStatus is up.
