object follows the index behavior.
Note: an index for the entry {1, {49.0001} active} in
this table would be the ordered pair
(1, (0x03 0x49 0x00 0x01)), as the length of an Octet
string is part of the OID.
For the DC-ISIS implementation, the area address must have
a non-zero length.
