Minimum interval, in milliseconds, between re-transmission of
an LSP at this level. This object follows the
resettingTimer behavior.
              
Note that isisCircLevelLSPThrottle controls
how fast we send back to back LSPs.  This variable
controls how fast we re-send the same LSP.
