column r/w AdminState 
The administrative state of the circuit. This
object follows the AdminState behavior.
              
In DC-ISIS the default admin state for a new automatic
circuit is 'on' if the isisSysAllowAutoI3Config field is
'true', otherwise the default admin state is 'off'.
