Describes the top level serial number of the module
associated with this PIC.  This information is encoded
as follows:
        3 bytes - Date code (year/week)
        4 bytes - Serial number
        2 bytes - Manufacture location
        3 bytes - Top level revision
If any field of this object is non-existent, it will be
set to all blanks(ascii 32).
