scalar mandatory r/w RFC1155-SMITimeTicks 
The delay time the UPS will turn on after power recovery.
The value is also used in a 'reboot' or 'wake up' sequence.
The possible values are 0 to 600 seconds.
If a value other than a supported value is set, the value
will not be accepted.
