The agent has detected a change in the power supply status of a
storage system.  The variable cpqSsBackplaneFtpsStatus indicates
the current status.
          
User Action: If cpqSsBackplaneFtpsStatus is `degraded(4)`, restore
power or replace the failed power supply.
