scalar r/w SNMPv2-SMIInteger32 
A time period in milliseconds. A transition from off hook to on
hook state is reported by the CP-IWF, if a loop open period longer
than, or equal to, the onHookMinTime is detected.
NOTE: The provisioned onHookMinTime is overrideable via CCS.
