looped back when port is in vlan(terminal/facility)
loopback configuration. Only 3 VLANs can be specified
for vlan loopback. The various bit positions are:
1 Outer VLAN 1 Loopback Enabled
2 Outer VLAN 2 Loopback Enabled
4 Outer VLAN 3 Loopback Enabled
Value of 0 means that no VLANs are enabled.
