column r/w SNMPv2-TCTruthValue 
This object when set to true will force the PHY quality
parameters to be reset from the cwrRadioPhyTable.
Reading this object will always return false. This is useful
when arbitrary changes to the ARQ parameters have to be reset
to known consistent valid values.
