Describes a modulation profile for one or more
upstream and downstream channels.
Initial default entries may be created at system 
initialization time by the agent.
The row operation for this table is as follows :
1. Any arbitrary index within the range can be
   used to create a row.
2. No individual non-index objects have to be
   specified in order to create an entry in this table.
3. CreateAndWait is not supported.
4. You can update/change the values in a row when
   the row is active.
5. The rows can be destroyed any time.
