The values of cwspMinVcCbr, cwspMinVcRtVbr, 
cwspMinVcNrtVbr, cwspMinVcAbr and cwspMinVcUbr can not exceed 
1000000, i.e. 100%.
              
This variable is interpreted in the format of xxx.xxxx. For
example a value of 750000 is interpreted as 75.0000%.
