An entry for per virtual interface CoS queue interval 
statistics. In addition to the current 15-minute 
interval bucket, the previous 24 hours worth of 
15-minute interval buckets are collected for each 
vitual interface. This table is indexed by ifIndex, 
that belongs to the ifTable entry with ifType value 
atmVirtual(149), cwacCosbIndex and 
cwacIntervalNumber.
