If the link type specified by cSpLinkType is sctpIp,
this is the sctpAssocId defined in the CISCO-SCTP-MIB.
Where value greater than or equal to zero indicates
a valid association and negative one indicates an 
invalid association. This value will always be set to 
negative one when cSpLinkType is set to the two value.
