cServiceControlSubscriberMappingFailedReason

This contains user readable description of the problem when
some external entity attempts to create illegal or inconsistent
subscriber mappings. For example, an attempt to map a
subscriber to incorrect address will culminate in the subscriber
name and the address to which mapping attempt is made and the
reason why the mapping attempt failed.
