This object value will be placed into the
rttMonCtrlOperRttLife object when the rttMonCtrlOperState
object transitions to 'active' or 'pending'.
              
The value 2147483647 has a special meaning.  When
this object is set to 2147483647, the 
rttMonCtrlOperRttLife object will not decrement.  
And thus the life time will never end.
