If true, a reaction is generated when a RTT
operation causes rttMonCtrlOperTimeoutOccurred 
to change its value.  
              
When the RttMonRttType is 'pathEcho' or 'pathJitter' timeouts to
intermediate hops will not cause 
rttMonCtrlOperTimeoutOccurred to change its value.
rttMonReactAdminTimeoutEnable object is superseded by
rttMonReactVar.
